I have no reference, but I don't think that this is so simple. The problem is that this is also dependend on a specific charge voltage. Depending on the charge voltage part of the current is used to split the water. And of course, it is certainly different for different battery types.

If you want find out the SOC you probably have to stop charging, remove the surface charge and then measure the internal resistance.
